The cost reported in the article is either a gross misprint or gross misrepresentation of the truth but either way it is a very nice project.
There is someone building some very modest housing in Costa Rica and their website was also interesting as they are building rather than talking about it. The last project is a shipping trailer (not container) that they market as a portable house!
